Hi Ralph,
This is done through use of rui files now. Go to the Toolbars portion of the options dialog, make a new toolbar, right click on it and select "Menu editor...". Use this to create a new menu.

How can I deregister/close Panels with a certain GUID?

How could I enable/disable MenuItems with a certain GUID through RhinoCommon?
